Phase 3 Update: Outdoor Irrigation Suspended Beginning October 5
As drought conditions continue, we’re taking an additional step to protect Conway’s water supply.
Beginning Monday, October 5, Conway Corp will suspend outdoor irrigation as part of the Phase 3 Emergency Water Curtailment Plan.
The updated restrictions replace the current Phase 3 irrigation schedule, which allows customers to irrigate one day per week based on their street address. The Saturday and Sunday watering schedule will no longer be in effect beginning October 5.
What does this mean for customers?
Beginning October 5, customers should turn off automatic sprinkler and irrigation systems and discontinue watering lawns using Conway Corp water until further notice.
Customers may continue to hand water individual plants, flowers and shrubs as needed.
Why are we making this change?
Conway Corp continues to closely monitor conditions at Brewer Lake and take steps to protect the community’s available water supply.
Reducing outdoor water use is one of the most effective ways our community can lower overall demand. With more than 90 percent of Conway Corp water customers being residential customers, individual conservation efforts can have a significant collective impact on our water supply.
What other Phase 3 restrictions remain in effect?
All other Phase 3 restrictions remain in effect.
Customers may add water to an existing swimming pool only as necessary to maintain its current level, but filling an empty pool with Conway Corp water is prohibited.
Phase 3 restrictions are mandatory and enforceable under City of Conway Ordinance O-99-74.
Every gallon matters
We know continued water restrictions require customers to make changes at home, and we appreciate everyone who has already taken steps to reduce their water use.
We’re asking all customers to continue limiting nonessential water use wherever possible. Every gallon saved helps protect Conway’s water supply as drought conditions continue.
Conway Corp will continue monitoring drought conditions, water supply and customer demand and will provide updates as conditions change.
For the latest information and a complete list of Phase 3 restrictions, visit ConwayCorp.com/curtailment.
Leading Through Service: Laura Frizzell Named Conway Noon Lions President
For Conway Corp Accountant Laura Frizzell, serving the community has always been about more than simply showing up. She wants to find where she can help, roll up her sleeves and get to work.
That desire to make a difference led her to the Conway Noon Lions Club and, most recently, to serve as president of the organization.
With both of her children grown, Laura found herself with more time to give and began looking for a meaningful way to become more involved in the community that had played an important role in her family’s life.
“I decided to join a local civic organization to help make a difference in my community,” Laura said. “I had extra time since both my children were grown and thought that would be a great way to give back to the community that helped to mold them.”
Stepping Up to Lead
Laura describes herself as a “doer” who would rather help than sit on the sidelines. So, when an opportunity arose to fill a leadership position within Conway Noon Lions, stepping forward felt natural.
“I’ve always been a doer and prefer to be a helper rather than sitting on the sidelines,” she said. “When I found out there was an absence that needed to be filled, I figured this would be a good opportunity to try something new.”
Taking on the role has given Laura an opportunity to use her strengths in a new way while also reinforcing an important lesson about community service: no one does it alone.
“I could hopefully use my strengths to help others and learned rather quickly that no matter the role, it truly takes a village for it all to come together,” she said.
Laura is one of several Conway Corp employees who give their time to Conway Noon Lions. Regulatory & Risk Management Director Chris Odom serves as secretary, and Chief Information Officer Jason Hansen serves as a second-year board member. Water Systems Manager Lee Tedford and Water Systems Senior Foreman Chad Hogan are also members of the club.
Together, their involvement reflects a commitment to serving Conway that extends beyond their work at Conway Corp and into the community they call home.
More Than Sight Assistance
While Lions Clubs are perhaps best known for their work related to vision, Laura said the Conway organization’s reach extends much further.
The club supports eight global service causes: vision, hunger, diabetes, childhood cancer, disaster relief, the environment, humanitarian efforts and youth.
“We are known for our sight assistance programs, but we also do a lot more,” Laura said.
Locally, members provide scholarships, participate in litter cleanups, work with young people through an art program and collect needed items for food pantries, schools, foster care centers and other community organizations. The club also partners with local shelters to help provide glasses to those in need.
For Laura, it is the people behind those efforts who make the organization special.
“Conway Noon Lions is a wonderful organization with some amazing people of all ages with big hearts for serving,” she said.
An Invitation to Serve
As president, Laura hopes to continue building on that spirit of service while encouraging more people to discover how they can make a difference.
The club is always looking for new members, and Laura invites anyone interested in learning more to attend one of its Tuesday lunch meetings at the CBC Community Room.
“We would love to invite anyone who is interested in joining us to come to lunch on Tuesday to learn what we do and hear from some great speakers on things happening in our community,” she said.
For Laura, serving with Conway Noon Lions has provided exactly what she was searching for: an opportunity to give back to the community that has given so much to her family — and a chance to work alongside others who share her heart for service.

Fluoride has been restored to Conway’s drinking water following a temporary interruption caused by a global shortage of hydrofluorosilicic acid, the compound used in the water fluoridation process.
With our supply restored, Conway Corp has resumed adding fluoride at levels established by the Arkansas Department of Health.
Why Was Fluoride Temporarily Unavailable?
The interruption was caused by a global shortage of hydrofluorosilicic acid resulting from disruptions in international production and shipping.
Throughout the shortage, we remained in regular contact with our supplier while awaiting a scheduled shipment. Once the necessary supply became available, we resumed fluoridation.
Was Conway’s Water Safe During the Interruption?
Yes. Conway’s drinking water remained safe throughout the temporary interruption.
Fluoride is added to drinking water to help prevent cavities and tooth decay, but it is not required for water treatment or disinfection. The temporary absence of added fluoride did not affect the safety of Conway’s drinking water, and customers did not need to boil their water or switch to bottled water.
Why Does Conway Corp Add Fluoride?
Fluoridation is required for larger public water systems in Arkansas.
Under Arkansas Code § 20-7-136, public water systems serving 5,000 or more people are required by state law to add fluoride to drinking water and maintain fluoride levels established by the Arkansas Department of Health. The requirement was originally passed in 2011 as Act 197.
Fluoride is added to drinking water as a public health measure to help prevent cavities and tooth decay.
What Happens Next?
Conway Corp will continue monitoring our fluoride supply and working with our supplier to prepare for potential future disruptions.
For customers, no action is needed. Fluoride has been restored, and Conway’s drinking water continues to be safe to drink and use as normal.
Customers can stay informed by visiting ConwayCorp.com or following Conway Corp on social media for updates.

If you’re traveling through downtown Conway in the coming weeks, you’ll want to plan for a temporary closure along Oak Street.
Conway Corp has hired crews to complete utility infrastructure work along Oak Street, requiring a full street closure from Locust Avenue to Front Street beginning Monday, Sept. 28.
The closure will remain in place weekdays and weekends and is expected to last at least two weeks.
What Drivers Need to Know
During construction, drivers should expect changing traffic patterns throughout the downtown area. Please follow all posted signs and detours and allow additional time when traveling near the work zone.
Motorists and pedestrians should also use caution around the construction area and remain mindful of crews working along the roadway.
Investing in Downtown Infrastructure
The Oak Street work is part of ongoing efforts to upgrade utility infrastructure in downtown Conway. Completing this work helps ensure the infrastructure serving the area remains reliable while supporting continued improvements and growth downtown.
We know street closures can be inconvenient, especially in a busy area of our community, and we appreciate everyone’s patience and cooperation while crews complete this work safely and efficiently.
Conway Corp will continue to provide updates as the project progresses. Please stay alert to posted detours and changing traffic conditions when traveling through downtown Conway.
